Have Any FAST Pokémon That Can Paralyze/Put To Sleep?

I'm chasing Mesprit around right now, but even with the Fast Ball or whatever, I can't catch it, and it's at 1 HP (I used false swipe). None of my pokémon have a move that can paralyze or put to sleep, except some that are VERY slow, and I don't have the patience to find 40 times and watch the Quick Claw not work every time. So does anyone have a fast Pokémon that has thunder wave, or sing, or whatever that they could lend me (twice for the other chaser as well)?

In Pearl I believe I caught a high powered Bronzong in Turnback Cave that knew Block and gave it a Quick Claw, worked the first time.

I heard that if you defeat a legendary, it will appear again if you failed to capture it in Platinum.

Gengar please, 'cause with the master ball, that's only one, and I'd have to go through the chasing process again in the future, and I wouldn't have that master ball anymore.
