I can refer you back to why they wouldn't plug multiplayer into VC's Pokemon Emerald if it were to exist.

It's a free game. The fact that it has any original content at all probably caused a few pigs to grow wings.

I'm pretty sure it's only free for a few months, bro. As in, it's free for only some people, people who happen to have a certain system earlier than others.

It's only on the shop for a few months, period.

And the NES Ambassador games are going to get local multiplayer at some point, so why wouldn't the GBA ones?

Yes, but Kayo for some reason thinks that if Emerald is one of the ambassador games, it won't have any form of multiplayer because Nintendo is lazy or it'll make a half-gen or whatever.

I wasn't expecting anything more than a straight port. I'm truly shocked that they added extra levels and single-player.
