Manaphy Tier Placement Discussion

 Smogon, a competitive battling forum, has recently tested manaphy in OU.
It has the ability Hydration, which allows it to abuse rest in the rain.

I think it should become OU, but a few pokemon could counter it.
Suicune, Vappy, and Swampert all come to mind. Cune would run a bulky calm mind set barring HP Electric,
It resists Surf and Ice Beam on the common Tail Glow set, and can CM up to take the resisted blows.
Vaporeon does the same, with surf immunity.
Swampert can counter the swagger sets, so I don't think it'd be a problem in OU.

Seems like an uber to me. As far as I know, once it's out, it itself is pretty much effectively set to destroy or take a beating. Because face it...not much can touch it, and what can are type matched. I'd say uber.

Uber. It has the 100 base all around, it can take a beating, and with a good move-set it can OHKO others easily without batting its pretty little eyelashes.
