I think its because he has no way of getting back onto the stage if hit moderatly far.

Lack of any third recovery, not fast enough to make up for general weak attacks, not powerful enough to make up for general slowness of some moves.
He's a medium character (like Mario) gone horribly wrong. If he had a decent third jump and wouldn't get his second one interrupted half hte time it wouldn't be so bad.

I heard he's the best power character in terms of stats, since his Up B (at least in vids I've seen) is massive, nad has good chain throws.
Although I've also heard arguments for Ike in that regard.
