I have intel x3100, I'm considering getting a new comp, looking for something in the $900-1100 with a dedicated graphics card, can anyone help?

Build a new computer, without a dedicated or integrated gpu.

It will save money, and probably handle your games better.

Depends on the kind of gaming that you do. If you simply play The Sims, Civ IV, and older games, you can probably get by with a weak card like a Nvidia 9300 or 9500GT.

If you're planning on doing more intensive gaming like Oblivion and would like to run on High or Max settings, get a 8800GT or a 9800 GT (Nvidia) or a HD3850/HD3870/HD4850 (ATI). You can also run Crysis on those cards, though you'd more than likely be playing on Medium.
