Also can I dump my 450 pokemon in Pearl straight into B/W or do I have to beat the elite four first?

You can catch Bachuru after the 5th gym and Hitomoshi after the 6th. The fossils are in the desert near some ruins. There's a girl you talk to. First choice is Purotoga, the second is Achen.

You have to beat the Elite 4 and get the National Dex.

Well if the rumors are true your PC can only hold 250 pokemon. As they lowered the box count from 18 to 8. :/ not sure why they did that. Really saddening.
When you beat the game, you have a total of 24 boxes. That's over 700 Pokemon in the PC.
when do you get to the desert?
After the 3rd gym.
