Jirachi Lead

I have been running into quite a few Iron Head Jirachi...which are a ninny, courtesy of Serene Grace. I'm not overly pleased I end up flinching (because of the 100 base everything outspeeding my average lead), only to come up with an attack that targets something new...ala U-Turn.

What's worse is that I generally try and set up stealth rock (Gyara and Charizard tend to be more cautious around)....but it won't happen with 60% flinch.

Any ideas on how I can teach these anti-leads who is boss?

I'd say Lead Azelf with Fire Blast.

Does Azelf outspeed a base Jirachi? Keep in mind, these just aren't base, but speedy devils.

Azelf is base 115, plus timid.
Though Scarf-rachi might still oustspeed.
