I forgot where to get the drink for him so i can get into Saffron. D:

I thought it was in Celadon Mansion, but I haven't found it yet. Where do I get it?
I really hate how I've made more than 12,000 posts here. Thankfully this swaying, moving Chandelure makes it all worth it.
