I have a Level 11 Milotic I can breed for one if you'd like.
Just specify to me when you need it by, and I'll do my best to get it to you.
But really, Feebas is fairly common in-game.
I also have a level 1 Feebas with maxed out sheen, but I doubt you want that one.
Unless of course you don't care and are just looking for "any" Feebas.

It took me only 7 mins to find one on route 119 during Ruby, Sapphire and Emerald.

D: If you've gotten a new DS from the time since you've last used wifi on your game you need to reset your wifi settings or use the ds you used before.
