I loved Beast Wars, and Pokemon. Digimon was also really cool.
I just recently watched the videos for the Redwall TV series last year, but I understand that they were late 90's cartoons. So, they get my vote also. :)

I didn't like most of the cartoons during the 90's, so I don't have any favorites. Dexter's Lab/PPG were okay. Maybe Johnny Bravo as well, but that's pretty much it.
Courage the Cowardly Dog, definitely. Also, (though I know anime is not a choice here) the old Toonami was good.
