Silver didn't technically vote, which means his vote is up to a random decision. You can also assume there is a chance someone will change their vote, so, it could come to an 8-6 for either side.

Gonzalez got the 9 required votes. He was the Private Bodyguard, he could protect anyone from a killing, but if he tried to protect an arrest he would be arrested in their place. Gonzalez was electrocuted and is out of the game.
