Number of viewers or content ratings? If it's the latter, there's nothing stopping them. They could air hardcore porn for 24 hours and no one would be able to do a thing since the FCC only controls broadcast networks.

I'm not really sure of the way these things work, but I was under the impression that Adult Swim, and subsequently, Cartoon Network, are part of the Turner Broadcasting system. Wouldn't that give the FCC control over them?

They are owned by Turner Broadcasting, but Turner doesn't broadcast. Broadcast is stuff you can pick up for free with an antenna. CBS, NBC, ABC, Fox, ect. So while The Simpsons can be censored, Inuyasha can't because it's on a cable network, using a private service. Same with CNN, USA, TNT, Discovery, ect.
