Earth kingdom if they go with nations again.  They are the most organized in terms of cities and governments after the Fire nation.  Either that or they'll go with some kind of new organization independent of nations, sort of an opposition to the White Lotus.

You know, Aang did die temporarily when Azula shot him with lightning. He even said he was gone.

If an Avatar is born when one dies, but Aang was brought back, maybe there is some kind of intercourse ed up Water Tribe Avatar.

You either forgot or are stupid.
He got shot with lightning in the Avatar State, and "if you are killed in the Avatar State, the Avatar cycle will be broken, and the Avatar will cease to exist"
Which means, no new Avatar could have been born when Aang was temporarily killed.

Having an Avatar that already mastered three elements was necessary, as watching Korra traveling around the world to master the other elements would have been virtually the same as The Last Airbender, but with a different character.
