Well, obviously this robit decided that he wanted to be in Brawl, so he went up to Sakurai and said, "HeY cAn I bE iN bRaWl?!?!?!" And Sakurai was all like, "No you're old and gross. Get out of here loser." Saddened by his rejection R.O.B swore to get revenge. So, the robit bought a gun and killed the actual Sakurai, replacing him with an android that looked and sounded exactly like him. So, using this new robit, R.O.B programmed himself into Brawl, along with cloning it up a bit and removing a few worthy characters. And that's why R.O.B is in Brawl and Ray 01 is not.

If he hated us he wouldn't make the game to begin with.  There are not that much characters to be included.  There should be atleast 40.  But 35 is fine.  The SSE and the amount of stages more than makes up for it.
