Sorry for the two minute downtime, I just didn't want anyone accidentally adding something to their profile while I was updating it.
What was updated? Two things really small. The avatar size on the buddy list, and you can now set your profile to be private to anyone who isn't on your buddy list.
The privacy will only affect the ultimate profile bit. The option is with the rest of the customized profile options, http://nsiderforums.net/index.php?action=profile;sa=customized.

It is the second option down from the top.
Disable comments? There's a gap between 'Enable customized profile' and 'Disable comments' otherwise.
Ah, there's your issue, the feature's only listed in the default skin. If you want to enable it, switch to the Classic skin, enable, and switch back.
