Also known as Pokemon /v/. Like its name insinuates this game is being made by many users over at 4chan on the /v/ideo games board. This game is entirely fan made and a pokemon game. There arent just 3 starters; in fact early on in the game you answer a few questions with no right answer, these answers choose your starter pokemon that you may choose from.
I for example had gotten squirtle ,charmander, and bulbasaur as my starters. While my friend got others.

This game is still under development, for a year now, but it's creators kindly accept the help of anyone willing to work. Right now there is a very impressive demo out showing off the story, graphics, characters and more. I urge you to check it out!

Nah, I think it's just a cruel joke. Randomization is not at all a slightly hard thing to set up. Probably only the first Pidgey you ever find is shiny.

third pidgey I found was shiny, so your theory is incorrect.
