Actually he is good with Falco and he does want to win.  He's just not a hardcore expert on tech moves or whatever. 
This is the farthest thing from a "hardcore tech move" ever. It's the simplest thing in Falco's gameplay. It's easier to do than Short hop double lasering. You shouldn't even be playing Falco if you don't know/don't want to use his CG. I don't even use Falco and I bet I have a better one if he doesn't know/use his  chaingrab.
i know how to chain grab, i was very good at it in melee. i don't use it much at all in brawl, the other startegy i mentioned is much more efficient at dealing damage.

No, it isn't. It's way less effective. Not to mention Falco couldn't CG like he can in brawl. Hell, the only way he could in melee was upthrow on fox if I remember right.

well i'll prove you wrong on the first thing you said when we do a falco ditto. i was good at chaingrabbing in melee. its harder for me in brawl because falco is a little slower now.

It's 1000x easier for Falco to CG in brawl than in melee. Man, this is gonna be fun. Can't wait until you get online.

Human opponents are always best even if they're worse than you are but you should definately have more opponents that are on your level/better than you than opponents who aren't. You should also have a least one person who can smash your face in because these are the people you usually learn the most from.

If you absolutely HAVE to train with CPUs, have them set at level 3 and use them to practice spacing, stringing different combinations of attacks together, techs, etc. Basically, you want to play against them as if it was just for practice instead of an actual match. If you treat fighting the CPU like a human, it will negatively affect you.

I like to face 3 different leveled computers with explosive items, and smash balls. It helps me dodge better I think.

Level 3's, work on getting your attacks to flow into combos, and how to space attacks so they connect.
