Everything I've seen says just beat Classic mode or clear Event Match 20. I've done both and still no [spoiler]Jigglypuff[/spoiler].

Did you complete the SSE?  Because you have to do that first.  Or, if you don't want to, play 350 vs. matches.

Just beating Classic Mode won't work anymore.

You can unlock her through 3 ways:
- Play 350 Vs. Matches
- Beat the SSE and beat Event Match 20 again.
- Beat the SSE and go back and find her in a hidden room in the Swamp.

After you complete the SSE beat Event 20 or get him in the Swamp level in the SSE after beating it.
