Loically speaking, he would just use ExtremeSpeed to evade the shots, break the gun, and hit Typhlosion in the gut.

Bullets are always using extreme speed. He probably wouldn't get close to Typhlosion because he's a fire type. Fire is good against steel. Eruption and Flamethrower. Good stuff.

And he is strong against steel. He would just recover from Close Combat and overkill Lucario. Lucario isn't the only Pokemon that can learn close combat. He is nothing special.

Also, Lucario sucks, and Typhlosion is a hardcore G/S/C starter.
