Okay...I will admit that I misunderstood your sentence....but are you sure this won't work...

$boarddir/Sources/shop/items/DecreasePost.php
$boarddir/Sources/shop/items/AddToPostCount.php

Someone with FTP access can delete those 2 files which contain all of the data for the add/subtract post count items. Or are you worried that someone will accidentally upload the files again?  :|
