Now that you think about it, the two might be a bit TOO similiar... but the differences are there.

But if he can't use his knife he'd have to use explosives like snake soooo...megaman for me.

Megaman has more flexibility to be a great character in a fighting game. Leon would most likely end up a snake ripoff, even if not. He would be very tankish. :P Megaman has history in quit a few fighting games already, so yeah. My vote goes to big blue.
