The pokemon are Grouped into Tiers so that they all get an equal chance at being used. If there were no tiers, everyone'd use Ubers. If only Ubers were banned, everyone'd use Scizor Salamence Gyarados Rotom form Zapdos Infernape.

All the others like Primape etc. can still be used by facing non OU pokemon, so they're put into their own teir.

It's to keep things fresh and new.
