You're thinking of Samus to Zero Suit Samus, I mean the other way around.

The Taunting way is only for Samus to Zero Suit Samus, other than her final smash there is no other way.

When ZSS, you need her FS to turn into Power Suit Samus. There's no other way, so if Smash Balls are off, you're stuck.
