Touhou is a game, with lots of anime-like characters and stuff
Weeaboo means people obsessed with anime-related stuffs or other Japanese things
Anime are Japanese animated shows, sometimes also used to mean things like manga (Japanese comics which those shows are often based on) or other Japanese-made media.

I just download, as does a lot of other people. If you really like a game or just want a guaranteed clean (meaning no saves from other players), I'd shell out the $30. I might just do that for the next Touhou fighting game.
