I think it's Japanese, since it falls under Japanese copyright laws and such initially.

Japanese as in belonging to the country; English as in the language.
(Belonging to the country is like "The current Japanese Emperor is Akihito" while the language is like "This book is written in Japanese". They are both different words but in English, they are merely two different entries in the dictionary under the same spelling)
