Seriously, why wouldn't Lucario be in?  If Sakurai wants another new pokemon, and Lucario has both mad fighting skills and insane popularity, and the other popular choices (Deoxys, Gardevoir, Meowth) are Pokeballs, then what's stopping Lucario?

Why couldn't he have just made Lucario a Pokeball and Deoxys, Gadevoir, or Meowth playable?

Actually, Lucario is probably a better choice than any of those...
Besides, it's not like Lucario is one generally hated that managed to get in...

Lucario and Jiggs, I thought, were givens. Ness was a bit of a shock. However, why would Sakurai waste what may have been the last third party slot by giving Sonic another rep?
