It would be flat, but little stairs would be on each side of a rising platform from the ground. You could not fall, but you could be knocked out of the side, or get sent flying into the air to die.

Not flat it will be the whole stage it will move around, final area is the multi colored planet (green trial entrances), just jump on the lauch star and you'll be safe, unless Luigi's twin lurks about.
