So I've been at the Whirl Islands all day looking for a Horsea. I've surfed and used the good rod everywhere with no success. According to Serebii, I should have ran into one by now. So, what's the deal? I've been looking through the 1st floor and basement floors of a few of the islands and all I've ran into are Tentacools, TentaCruels, Seels, and Krabbys.

Yeah, i did that for like 2 hours and gave up. Either my luck is crap, Serebii is wrong, or I'm in the wrong area. I've gone down two ladders. That would be B2F.

Edit: lol just ran into one. my luck was just insanely bad.
