Well, I don't think characters really have chances, since there are no statsitics to be analyzed, and Sakurai is quite random in who gets in or not. If I were to give a number, it would be about 85%... I want to see him in, and being the only penultimate Pokemon that is actually feasible to use, I think he will appear. He has also been given the role as the emo Pokemon, and to you Americans, emo = evil, so he's another villain. :P However the roster, at the moment, is saturated with first generation reps, and if one Pokemon is cut for Lucario to appear, then it's going to be Mewtwo.I doubt it will happen, but the possiblity is there.

But he hasn't been wrong yet. Its not like it matters, like you said, the game comes out in a week.

Unless I'm not up to date, his only appearance on the TV show is a half-second in the intro credits.  He'll likely be seen when Ash & co. head to the third Gym.
