and 3 years after that, he defeats Junior. which would make him 19.

I thought he said he was 12 at the the 21st budokai, then after 3 years of training the 22nd budokai takes place and the King Piccolo saga happens directly after it, so I think he was 15.  That would make him 18 when he fought Jr., and 23 when DBZ started.  But that was the English dub, so I doubt I'm right...  Anyway, we all knew it would be terrible.  Too bad.  But trying to cram such a long saga into less than two hours must be some sort of clue that it's going to be extremely rushed.
