Yeah, it is a good counter. The thing is, however, you need to be careful not to overuse the Bottle, or else people will start yelling at you, calling you cheap, and refuse to battle you.

Bottle - During its three turns, no items can be sent out or used. But any item card that had been played before the Bottle will resume its effect.

It still has its effect. Bottle stops new items from being played, but old ones can still be used.

If you say so. I still think it's valuable. The only difference is instead of 'freezing' cards until after those three turns, pre-played cards are still in use. This gives the opponent a chance to defend, but it all depends on the timing of the Bottle.
