I want to advertise my new forum () so that it gets enough members for my friend to want to buy hosting, but don't want to go around posting spam to do so. How should I advertise?

Yeah, asking for help advertising sometimes works, but the best way is too make a reaally big and flashy sig with a link to your forum.

You know you could ask Silver about the affiliates program here. They have a nice one because of the links at the bottom of the site.
