Outset was where it all started! However, now that I think about it, Windfall would probably be the best WW level--you could ride the windmill and Tetra's ship could occasionally attack!

yeah windfalls an ok idea, but they would have to completely remake it for a stage

I think "Spear" is from Diamond/Pearl. What "Sky Pillar" is refering to is where you find Rayquaza in Ruby/Sapphire/Emerald.
