This would appear not to be the case for the average love shy male (Actually, it is more likely to have been repressed rather than missing altogether). So what is instinctive for the vast majority of guys is something that you are actually going to have to learn. You will need to have a general feeling of how dating type social interraction is conducted, either intuitively or by reading about it. Then you will need to practice until it becomes intuitive! Get out and socialize! Also, most psychiatrists appear not to be aware of the love shy problem and would probably just lump it together with general social anxiety (which may help, or not, I don't know).
