Needs help.

I have this picture that I was trying to turn into an avatar, BUT, there are certain parts in there that are WHITE, not clear, so it won't go over the background without putting in big specks of white on it.

The picture:

Notice the little white specks? I need those out of there.

Yeah i see the white...but i don't know of anything doing except paint :-\

Crap, it's too big. I can't resize it either, otherwise it gets pixelated.

Darn. :(
