its about 99.9999999999% sure, its not 100% because there is still the almost non existant possibility of downloadable Characters
I wish it wasn't :( We can be optimistic and HOPE that Wii updates could occur, but it's highly doubtful...

Actually, Toon Link can be unlocked via Classic, but I don't know the specifics.
