They're the same attacks, but they just look different. For example, instead of that face-rape, he gets a punch. Same effect, but stylized so as to be harder to recognized.
Guess that's better than being a clone. Why the hell would Sakurai make Ganondorf similar to Falcon in melee? That's so retarded. Does this apply to Falco also?

No, he's sort of like Luigi in this respect. He has some of the same attacks, but he's not a total clone.

I consider them a clone if their B moves are more-or-less the same as someone else, so Wolf and Falco are Fox clones, Ness is a Lucas clone (or is it the other way around?), Toon Link is a Link clone, and Ganondorf is a Captain Falcon clone.
However, contrary to popular belief, Lucario is NOT a clone. And I don't mean "Lucario to Mewtwo is Luigi to Mario," I mean he is a unique character: most of his A moves and all but one B move are different from Mewtwo, and the one B move that IS similar is really a combination of Mewtwo and Samus (barley charged, it's wavy and slow like Mewtwo's, but fully charged, it's fast and straight like Samus).
