I only remember watching one episode because there was nothing else on. Something about a guy who had super speed powers for some reason and used them for crime.

Kids' WB used to be good, but now they just suck.
Anyway, I remember Static Shock. It wasn't a very great show though.

The last time KidsWB was good was when this was their saturday line-up: Animaniacs, Pinky and the Brain, Freakazoid, GOOD pokemon (early episodes), Batman: The Animated Series and Superman...
