It reaches the max time. What's so special about max time? Nothing.
the clock stops going up and just stays at that one time
for most RPGs at least; there's a slight possibility that it could reset to 00:00 in one.
Most of them stop at 999:59, and don't go up anymore.
I'm really paranoid that my game is going to lock up.

Isn't that how the Ruby/Saphire time stopping bug worked? It just reached max time and stopped all timed events from happening due to stoppage?

It was actually the "Internal clock" of the game dying. Because it didn't use any other clock, much like GSC's Internal Battery, it had a tendancy to die.
Why it can be fixed with a simple link to a newer pokemon game, I have no idea.
The nukes go off. Thats simple enough isn't it?
