There's a weird blue margin above my taskbar. And it's never been there before

Weird.
you unlocked the taskbar. You can use that bar to move it around, like to the side or the top or whatever. Just right-click and select "lock the taskbar" or something.
I count... 5 useless Icons on there.

I considered doing the first, but not the second, I dont have photoshop installed yet.
