How much does each cost?
And the domain name would be a .com, and I'm really not savvy with servers, so I can't really ask about those other than how much would a good one cost >_>

Oh, it's not for me.
It's just that Microsoft fails at giving you servers. One of my friends wants to put a downloadable game onto his site, yet he says he can't, because you can only upload things smaller than 10MB at a time, and any upload lasting longer than 15 minutes will be timed out.
It varies, but I've seen domain names go for around $7/year and webhosting for about $5/month
How much activity does your friend expect his site to have? Make sure he doesn't buy hosting from a company that oversells.

yeah, i knew i could get a good domain for $7/year. but webhosting is a little too expensive for me. so, i guess just a domain on a free hosting site would be best for now...until you get a job. :B

yeah, you usually do need both. And if you're going to go as far as to buy a domain, I strongly suggest scraping up the money to get webhosting as well...there are cheaper options, but I can't guarantee you'll get amazing customer service or bandwidth.
