Seeing how i have no idea how to unlock Rosalina besides the galaxy data and I don't have Mario Galaxy I don't have Rosalina. My question is does she have some kinda special power that no other racer has!? every time I play a Rosalina online and I throw a red shell at her she just throws it back and it does nothing to her! is it because of the Luma?

No. She doesn't have a special power, the Luma is just for decor, letting out squeals when you do something good (Trick, for example.).
Online, it was probably a coincidence or bad luck.
