How? Just put each frame as a layer and save as a GIF with the loop forever box checked.

I uploaded a gif animator to the downloads section, if that's what you need.  If it's flash, sorry, I can't help you there.  If it's a video, just do what I did on YouTube.  Make a 9:59 loop of "Gay Luigi?"
