Puberty is when a child undergoes physical changes to become an adult and gain the ability to reproduce.  Ovaries in females and testicles in males send hormones to the brain which trigger the changes.  

Examples of changes brought by  puberty are pubic hair, arm pit hair, changes in voice tone, and rapid change in height, weight, and body form.   Women also begin to grow breasts and menstruate, while men begin to produce semen.

It usually occurs in the teen years in humans.

Like what JMV mentioned, the only real differences men in puberty to women have the enlargement of the penis and testicles.

Well, that's the youngest age that I've heard was recorded officially. The kid needs to be able to strong enough for two lives, you know; it's quite a miracle that a 9 year-old can survive childbirth when there are adults who can't.
