Well, if water is technically air for them, then do they hop out of the ocean and get air some if they get "thirsty"? How does that work?

Short answer: They don't breathe water, they just take the limited amount of O2 in it out. Depending on whether or not they're salt or fresh water fish, they also have active transport to remove/add salt from/to the water in order to maintain proper osmotic balance.
You don't want the long answer.
Some larger freshwater fish (arapaimas and maybe arowanas) can't always get enough oxygen out of the water, and they take breaths of air from the surface.
So those of you who were wondering if they took breaths of air are partially right.
