I find its easier to focus less on the words and more on the pitches. Even hum if you have to. Also it really helps if you know the song very well.
Vocals isn't like guitar, where once you're good at the instrument can just pick up and play reasonably well. You need to be at least passingly familiar with songs in order to succeed on higher difficulties.
Vocals is split into two parts: sung phrases and spoken phrases.
Sung phrases: Have a green bar to complement the words. A small paper airplane will appear, and you want that on the interior of the bar as much as possible. If it's flying above the bar, your pitch is too high, if it's below the bar, your pitch is too low. As difficulty increases, the acceptable pitch range will decrease; the Medium/Hard bar shrinking comparison is small but considerable, but the Hard/Expert transition is tough.
Spoken phrases: Words appear, but there's no pitch bar. Here, the game measures your ability to intone words or syllables correctly. As difficulty increases, the game will become slightly more picky about timing and intonation, but it never becomes much more difficult. You should always say exactly the words that appear, because it will be monitoring what you're saying (at least on paper).
Assuming you want to play vocals the non-cheating way (as in, actually singing the words and not simply making songs or humming)...
Vocals Difficulties:
a) Easy: Seriously, no one should ever bother playing on this difficulty level, aside from possibly a song like Master Exploder.
b) Medium: Good difficulty if you're unfamiliar with a song.
c) Hard: Good difficulty if you're familiar with a song.
d) Expert: Good difficulty if you're very familiar with a song and are able to confidently hit all of the pitches that the vocalist in the song does.
Other Tips:
-The game ignores octaves, so if there's a song that has very high or very low pitches in some areas, you may find it easier on your voice if you go up or down an octave.
-Sip water so that you don't go hoarse.
