RPG Maker is good for 2D Final Fantasy-like RPGs
LunarMagic ROM editor with Super Mario World is good

Free: From what I've used, Game Maker. I hear RPG Maker is great also.

Good: If you want it free, download it from a site like mininova. There are no excellent programs for free.
