So, what would be my ideal price range and which games should I go for?
I'm considering:
- Sonic Adventure
- Sonic Adventure 2
- Sonic Shuffle
- ChuChu Rocket!
And If I can get my hands on them for a decent price (if I got a job over the summer):
Crazy Taxi
Atari Anniversary Edition (maybe)
Ecco the Dolphin: Defender of the Future (if it's any good)
Maybe Phantasy Star Online
Captor Sakura: Tomoyo no Video (if I can find the .ISO)
So, any suggestions? (preferably platformers)
Don't pay over $40 for it, especially since so many sellers just burn games and sell them.
That's a good reason to buy a Dreamcast, though.
Not many platformers on Dreamcast, I would recommend the Japanese Napple Tale, which requires a boot disc, which can be downloaded. Bomber Hehehe! is pretty good as well.
Will an NTSC be able to play PAL games? Or will I need to do something to the PAL game to play it?

Yes, you'll need a boot disc. I recommend the Utopia boot disc, works for legit/copied copies of Japanese/PAL games and as well as non-self booting American ones.

I've saw it for sale there. So are they sealed, or new in box? My dad is going to get me Mad World, so I figured I can convince him instead to use the money towards a Dreamcast. I already have a few ROMs, hopefully they'll work when burned.

Mine was brand spanking new and sealed, the box was in perfect condition...
I also ordered a VMU and controller and they were both brand new'!..I want a broadband modem but they are too expensive, the 56k modem works great though if your ISP allows that. (Road Runner gives broadband users free access to their dial up for when your away from home)

Found a CardCaptors .cdi, along with a Sonic Adventure 2 demo.
Do I mount these .cdi's/.nrg's with Alcohol/imgburn or can I just place them on the CD and they will boot?
They have to be burned. Make sure you use CD-Rs.
I recommend DiscJuggler for burning DC games. Only download .cdi files, otherwise you need a boot disc. But you need a boot disc to run burned Japanese games too.
I have Utopia from a torrent already. SnesOrama recommends DiscJuggler too I think. Is it free?

The trial is, yes. You can use it for as long as you want, though.

Jet Set Radio is a mix of Tony Hawk and a puzzle game. You skate around Tokyo, spraypainting various objects using button combinations.
It's pretty fun, and easy to find.
