Is the sound quality and frame rate the same as the originals? I don't want to be cheated by thinking I am playing a carbon copy of the original game.
I believe it's just acting like an emulator would.

from the few games I own to the ones I've downloaded, pretty much runs the same with some odd controller effects only because the classic controller is poope and the Cube controller doesn't have as many actual buttons for the c buttons on the N64. But that's pretty much it as far as I can tell.
It should probably run the same, if not better compared to an older system.
Though glitches and things are still intact. I know you can do that Minus World glitch in SMB for the Virtual Console.
Can graphics in cartridges lag?
No, I don't believe thay are the same.
For instance, I don't believe the VC version of the SNES's ALTTP has the Save in Midair glitch.
The games are emulated via Nintendo's emulators.
Performance issues are there. In Star Fox 64, on Macbeth's secret exit, it becomes really apparent.
I would buy a real legacy system but I am worried about the equipment and games breaking due to their age.
For the most part they are the same. But i know for pokemon snap nintendo implemented a feature where you could post pokemon pictures to your wii message board.
Some Nintendo 64 games have a very tiny bit of lag at certain parts. Otherwise, everything on VC should run as smooth as it did on the original system.

Yes, I hate the small bits of lag in OoT. Many a times have my attempts in the Water temple proven total fail from a split second of lag.
If that is so, then Secret of Mana must be one of the most laggy and glitched SNES games ever made.
