According to multiple sources from Square's FFXIII party in Japan (IGN, Kotaku, etc.), it'll be released late December in Japan, and April in America.
I hope it's late April, as I'll be a week or two away from the end of spring semester, so I'll have a nice shiny new RPG to grind for the summer months. Nice move Square.
